National Cannabis Plan
An Expansion to Bernie Sanders Plan
The purpose of my expansion is to define and expand on the economic controls which provide advantages to small producers and startup funding for everyone regardless of income or criminal record.
I support legalization of recreational Cannabis sp.
I support protecting state's rights and economies.
Grower Assistance
*No government or municipality shall place any restriction nor impose any fees for any cannabis grow or dispensaries. This shall include wording "marijuana"
*commercial grow size limit : *900 current plant maximum or 30,000 pounds cured product yearly, excess must be donated to medical research program.
*Ban any larger grow.
*Incentives include a subsidy for product under 420 pounds yearly.
*Reduced taxes for lower producing growers.
*Streamlined free testing and access to national database of cannabis information. (See below)
*Low income and no income low interest loans, with no payments till end of 2nd crop year.
*Grants for complete organic costs.
*Free Integrated Pest Management database.
*Free Onsite assistance with organic low energy consumption practices planning.
*Mandate cannabis is allowed access to Farm Bill Funding.
*Add taxes on out of state cannabis and reduce taxes on in state grown cannabis

Home Grows
*Each person is entitled to 6 plants in flower and 6 in veg. No more than 12 total.
*Streamlined free testing and access to national database of cannabis information. (See below).
*May sell to dispensaries if tested.
*Grants for complete organic costs.
*Free Integrated Pest Management database.
*Free Onsite assistance with organic low energy consumption practices planning.
*Mandate cannabis is allowed access to Farm Bill Funding.
*Can only sell to same state markets
Stream Line Testing
*Secure Post Office agreement which has specific packaging and same day pickup with tracking.
*Provide no credit and no income requirement startup lab loans.
*Subsidize lab costs matched funds up to 1000 tests per year.
*Provide onsite FSA for assistance and compliance review.
*Create federal sequenced DNA and terpene database.
*Contribute all available data to the federal sequenced DNA and terpene database.
*Free Tracking

*With #MedicareForAll, medical specific producers can have access to greater funding to help treat the needs of their patient.
*No fees shall be allowed at state, federal, county, or otherwise municipality for obtaining a recommendation or medical card for cannabis.
*Special funding for producer to home delivery -commercial only

Free Seed to Sale Software
*Free government provided tracking for seed to sale commercial grow and participating home grows which sell to the public.
*No interest Loans for tracking equipment such as scanners, thermal printers, central computer, and no payments for 2 years

*No Patient Information.
*Collects DNA transcripts.
*Collects Terpene information.
*List of banned Pesticides.
*List of controls to use against pests.
*How to and links provided to articles and funding opportunities.

Summary
This proposal seeks to both limit the big agriculture businesses while assisting smaller businesses. In addition, the National Cannabis Database shall provide DNA and terpene related to specific plants. This will both aide in the further progression of growing better crops and delivering better medicine at a cheaper rate and also provide a more diverse market for the smaller businesses to participate in.
